The Sharkey/Issaquena County Improvement Association (SICIA) was established in 1972 as an affiliate of the Mississippi Association for Community Education (MACE). It is a 501©3 tax-exempt organization chartered by the state of Mississippi, and governed by a 13 member Board of Directors. The organization was founded by ministers, lay leaders and community activists from the two counties. The organizational mission is to improve the well-being of rural communities in Sharkey and Issaquena counties by addressing the social, political, economic and physical developmental needs of poor and disadvantaged individuals.
Over the years, SICIA has implemented numerous programs that have positively impacted the quality of life for citizens in the communities. These initiatives include providing leadership development and training programs, basic skill training, housing and business development, youth development and nutrition programs. Through its community development activities SICIA has developed over 6,000 community residents.
The leadership of SICIA and MDCP Program Director, Emma Cooper Harris, is held in high esteem within the community and has previously held elective office. The Program Coordinator, Helen Jean Bush, has a distinguished career in early childhood education. She has over 30 years of experience in Head Start, including service as a Center Director and other social services areas.
